This happened to me on our Sportster. The same symptoms ... running 70, sputter and dies till the reserve tank comes online. It turned out to be the vaccumn valve on the fuel petcock. (Yes, the newer Harleys have a vaccumn valve as well as a cut off position.) Anyway, the mechanic fixed it by replacing the petcock.
